International Operations Manager (IOM), Dakar, Senegal, P-4

About the Role

The International Operations Manager (IOM) position is based in the Regional Office and operates under the direct supervision of the Regional Director. As a key member of the Regional Management Team, the IOM works closely with the Regional Director and Deputy Regional Director to provide strategic direction and oversight. This role encompasses comprehensive leadership across all operational functions, including financial resource management, budgeting, procurement and supply chain management with a focus on last-mile assurance, risk mitigation, internal controls, and oversight. The IOM also oversees audit processes and the implementation of audit recommendations at the regional level, alongside partner management, information technology, general administration, travel, logistics, common services, and the safety and security of UNFPA personnel and premises, particularly in humanitarian settings.

Key Responsibilities

• Lead daily operational activities and directly supervise the Operations team within the Regional Office
• Provide strategic guidance, advisory support, and oversight to Country Offices on operational matters in partnership with regional programme and technical colleagues
• Drive strategic planning for UNFPA operations, set management targets, and manage outsourced services in alignment with corporate priorities
• Coordinate with Headquarters business units (including DMS, SCMU, ITSO, OED, DHR, HO, PSD, and OAIS) to ensure the highest standards of programme execution
• Establish a shared knowledge base to facilitate the dissemination of best practices and lessons learned across business units and projects throughout the region
• Represent UNFPA within the UN Regional Operations Management Team to actively advance the Secretary-General’s UN Reform and efficiency agenda
• Contribute to enhanced effectiveness and efficiency through the rollout of Business Operations Strategies and Common Back Office initiatives in the region
