Regional Finance and Operations Manager

(Fulltime, based in one of the three countries: Mali, Burkina Faso, or Niger) As our experienced, hands-on, and strategically minded Regional Finance and Operations Manager, you will oversee financial management, governance, compliance, financial sustainability, and supply chain/logistical operations within West Africa (currently: Benin, Burkina Faso, Ghana, Mali, Niger, and Nigeria). You will combine strategic financial leadership with hands-on administration and controlling, ensuring that operational systems enable effective programme delivery, safeguard organisational resources, and maintain compliance with donor regulations and internal frameworks. You report directly to the West Africa Regional Director.

What you do

  • Financial Governance & Compliance: Lead regional financial oversight, accounting, and internal control frameworks, ensuring full compliance with donor regulations, statutory laws, and Cordaid governance standards
  • Financial Sustainability & Budgeting: Oversee budgeting, forecasting, cash flow, and resource allocation across regional operations; provide key inputs on financial, administrative, and logistical aspects during project proposal design
  • Supply Chain & Logistics Management: Coordinate and lead regional supply planning, procurement, and front-end logistical support, embedding cost efficiency through framework agreements, prepositioning of stocks, and warehousing oversight
  • Risk Management & Partner Assurance: Identify and mitigate financial, operational, and supply chain risks; oversee partner financial assessments, fraud prevention mechanisms, and internal/external audit follow-ups
  • Strategic Financial Insights & Decision Support: Provide actionable financial and operational analysis to regional leadership and programme teams to optimize resource deployment, project performance, and decision-making
  • Cross-Functional Collaboration & Reporting: Work seamlessly with Shared Services (SSU), programme leads, and enabling domains to ensure integrated financial management, timely donor reporting, and operational alignment
  • People & Team Leadership: Direct and mentor regional finance and operations staff, promoting productivity, professional development, and a strong service-oriented, trust-based culture
  • Integrity & Safeguarding: Uphold and champion Cordaid’s integrity framework, ensuring a safe, transparent, and ethical operational environment across all regional activities

Who you are

  • You hold a Bachelor’s degree in Finance, Accounting, Business Administration, or a related field. A full professional accounting qualification (e.g., ACCA, CPA, CA, CIMA) is highly desirable
  • Minimum of 8 years of relevant financial management, accounting, and supply chain/operations experience, preferably within international development or humanitarian NGOs
  • Demonstrated track record in managing multi-country regional operations, complex donor budgets, and institutional compliance (including EU and Dutch donor frameworks)
  • Solid operational expertise in supply chain planning, procurement oversight, and logistical management in high-risk settings
  • Strong expertise in financial risk management, internal controls, auditing, and ERP financial systems (e.g., MS Dynamics)
  • Hands-on mentality combined with strong conceptual, analytical, and problem-solving skills
  • Proven leadership abilities in managing and developing cross-cultural finance and operations teams within matrix environments
  • Exceptional oral and written communication skills in French (fluent) and English (proficient)
  • Willingness to relocate to Bamako (Mali), Ouagadougou (Burkina Faso), or Niamey (Niger), with flexibility to travel at least 50% of the time across West Africa and Europe
