Founded in 2011, the International NGO Safety Organization (INSO) is an international NGO that supports humanitarian aid workers by establishing safety coordination platforms in insecure contexts. INSO provides registered NGOs with a range of free services, including real-time incident tracking, analytical reports, safety-related data and mapping, crisis management support, staff orientations, and training. INSO provides daily support to more than 1,500 NGOs operating in 24 of the world’s most insecure countries. INSO Great Lakes

The Great Lakes falls under INSO’s East Africa Region. Since September 2022, INSO has been working to support the regional humanitarian community working on the response to the Democratic Republic of the Congo (DR Congo) crisis and its influence on the Great Lakes region. Interventions have been made in support of members of NGO forums in Uganda and DR Congo. INSO would like to share a greater analysis of regional dynamics and their impact with our partners.

Job Summary

Based in Goma, the main objective of the Great Lakes Regional Analyst is to complement and enhance the strategic decision-making of NGOs conducting humanitarian operations in the DRC and wider region. This will be accomplished by examining the interplay between regional dynamics, including socioeconomic and geopolitical trends, to provide insight into how they shape regional humanitarian safety and access. This position falls under the supervision of the Country Director while working in close collaboration with the Global Analysis Team. Please note that this position is pending funding.

Major Responsibilities

• Service Delivery
• Regularly engage regional level audiences to address and understand relevant access and safety concerns from a regional perspective
• Prepare and produce reports, presentations, and thematic briefing notes that assist NGO partners in making risk management and access decisions
• Manage and deliver ad-hoc products on emerging regional challenges to humanitarian safety and access
• Contribute to other country office products and inform decision-making at the regional level
• Offer a responsive, tailored analysis service directly to INSO’s NGO partners upon their request. Convene and contribute to regional NGO coordination meetings and fora with humanitarian counterparts to discuss regional safety and access
• Contribute to INSO’s global analysis services through joint products and briefs
• Support INSO’s wider advocacy efforts around access and safety when tasked. Program Development
• Monitor international and regional developments through a diverse range of sources, such as NGOs, the UN, civil society organisations, research institutes and media outlets
• Inform analysis and assessment of national and subnational developments
• Cultivate an active network of contacts within the broader humanitarian community as well as other relevant stakeholders for information sharing, analytical exchanges and coordination
• Coordinate with INSO’s Global Analysis Team to enable analytical capacity building in the country office
• Effectively represent and protect INSO’s principles of independence, impartiality and neutrality as well as actively promoting INSO within the humanitarian community

Requirements

• Essential
• 3+ years of working experience in an analytical capacity, preferably working in conflict or post-conflict contexts
• Exemplary command of French and professional proficiency in English
• Proven ability to provide operationally relevant analysis to a wide-ranging audience
• Experience working in NGOs, international organisations, consultancy, or journalism
• Excellent networking, diplomatic, and representative communication skills
• Acceptance and strong understanding of humanitarian principles
• Demonstrable understanding of humanitarian safety practices and their application
• Graduate-level education in political science, history, or humanitarian studies, or a related field, or equivalent work experience Nice-to-Have
• Experience providing effective, partner-focused advisory support
• Experience developing practical products through close partner engagement
• Established regional experience and relevant information networks
• Experience working in insecure and conflict-affected environments
• Professional experience in the DRC and/or neighbouring countries
• Experience developing staff capacity through training and coaching
• Strong understanding of INSO’s mandate, services and operating model

Terms & Conditions

12-month contract based in Goma, DR Congo. €5,000 per month salary, housing in a shared accommodation (two-bedroom apartments of excellent standing), 4 calendar days annual leave per month, 7 calendar days R&R every 2 months with €1250 each R&R cycle, global medical coverage (excluding the USA) and $200,000 AD&D coverage.
