About the Context
Cameroon is currently facing three overlapping humanitarian crises. Since 2017, the Norwegian Refugee Council (NRC) has been working in the country to support people who have been forced to flee their homes. NRC helps protect displaced communities and supports them as they rebuild their lives. Operations are ongoing in all crisis-affected regions, including the Far North, Northwest, Southwest, East, and Adamawa. NRC’s work focuses on four main areas: legal assistance (ICLA), water and sanitation (WASH), shelter, and education. These programmes are designed to respond to urgent needs while also supporting long-term recovery. From 2027, NRC Cameroon country office will ensure supervision and support to operations implemented in Central African Republic. Across its offices, NRC promotes an integrated approach, aiming to provide coordinated support that helps communities move from emergency to stability. What we are looking for
As WASH & Shelter Specialist you will provide technical oversight and strategic direction to Country and Area offices to further the development of the WASH & Shelter Core Competency (CC). You will also lead the strategic direction and strengthen the technical quality of the NRC’s Shelter and WASH programme in Cameroon. Additionally, you will be responsible for supporting the WASH and Shelter projects implementation at field level. You will be expected to travel within the country to provide quality assurance for all projects, develop a collaborative country strategy, capacity build staff through mentoring and training to increase their technical capacity, and develop a donor strategy to further grow the program.
What you will do
- To be responsible for the support to colleagues and partners with WASH and Shelter responsibilities and develop relevant WASH and Shelter training including coaching of WASH and shelter staff and partners to ensure they meet NRC’s WASH and Shelter standards. Also contribute to the induction of new staff with a role in the WASH and Shelter processes
- Develop partnership inclusive WASH and Shelter CC strategies, technical guidance and Macro Logframes that are aligned with regional and global strategies and priorities
- Contribute to fundraising, develop and revise funding proposal, budgets and donor reports
- Follow up on compliance with contractual commitments within CC, ensure high technical quality and synergies in project implementation NRC policies, guidance and procedures
- Provide technical direction and project implementation support to the implementation team
- Ensure that key learnings are extracted from CC implementation, and incorporate them in CC and staff development processes
- Represent NRC in relevant forums/clusters, including with national authorities and donors
- Compliance and adherence to NRC policies, guidance and procedures, and a specific responsibility for the functions policies and procedures
1.Professional Competencies
- Minimum 3 years of experience within technical expertise area in a humanitarian/ recovery context
- Minimum 2 years of WASH and/or Shelter expertise (as Specialist/PDM or Project Manager)
- Master’s degree or similar in relevant fields
- Experience from working in complex and volatile contexts
- Documented results related to the position’s responsibilities
- Knowledge about own leadership skills/profile
- Fluency in French and English, both written and verbal
- This position requires 60% travel in field offices
Context related skills, knowledge and experience
- Knowledge of the Central African region
- Experience in team capacity building
- Experience in partnership-based programming for WASH and Shelter
- Experience with a diverse range of donors and funding opportunities, including humanitarian, durable solutions, and development-oriented programming
- Technical knowledge and experience of behaviour change process in a humanitarian context
- Technical knowledge and experience of the community engagement process and integration of gender and diversity in program design
- Experience implementing cash and market project approaches
- Knowledge of House, Land and Property rights applied to shelter and WASH responses
- Experience with management of borehole programs is desired
- Experience with alternative WASH in a humanitarian context an asset
- Understanding of SPHERE and INEE Minimum Standards is required
- Understanding of environmental and climate tools like NEAT+ is an asset
