BACKGROUND

Responding to the world’s worst humanitarian crises in a great variety of roles, the International Rescue Committee’s staff is a force for humanity and hope. Through its Emergency Unit (EmU), the IRC is one of the world’s largest humanitarian agencies, leading rapid emergency responses that provide life-saving assistance, early recovery, and stabilization support to people affected by conflict, displacement, natural disasters, and complex emergencies across multiple contexts worldwide. On 15 May 2026, the Government of the Democratic Republic of the Congo (DRC) officially declared the country's seventeenth Ebola virus disease (EVD) outbreak following the confirmation of cases in the health zones of Rwampara, Mongbwalu, and Bunia in Ituri Province. In the past 90 days, more than 6,700 cases have been reported with over 3,500 deaths - and more than 8,000 cases and nearly 4,000 deaths since the outbreak began, making this the fastest spreading Ebola outbreak documented. The vast majority of all cases are in Ituri province, but cases are also reported in 63 of the country’s 104 health zones, across North Kivu, South Kivu, Haut-Uélé, Tshopo, and Bas-Uélé provinces, highlighting the scale and complexity of the response. Active in public health, education in emergencies, livelihoods, women's empowerment, youth development, and protection and promotion of rights, we assist people from harm to home.

RESPONSE BACKGROUND

The Ebola outbreak is unfolding in a fragile humanitarian context characterized by protracted conflict, population displacement, weak health systems, and limited access to essential services. Health facilities remain under significant pressure, with persistent gaps in infection prevention and control (IPC), water, sanitation and hygiene (WASH) infrastructure, healthcare waste management, triage capacity, and the availability of essential IPC supplies. These challenges continue to increase the risk of healthcare-associated transmission, compromise the safety of health workers and patients, and disrupt the continuity of essential health services. In response, IRC has rapidly launched an integrated Ebola emergency response in close collaboration with the Ministry of Health, provincial and health zone authorities, and other partners. The response combines Health, Infection Prevention and Control (IPC), WASH, Risk Communication and Community Engagement (RCCE), Protection, and Mental Health and Psychosocial Support (MHPSS) interventions to strengthen outbreak prevention, detection, and response at both health facility and community levels.

Position Overview

As a member of the Emergency Response Team (EERT) Senior Management Team (SMT), the Deputy Director of Finance provides financial leadership and management necessary to ensure that the emergency response has the appropriate financial infrastructure and systems in place to support the strategic vision and mission of the organization. They will contribute to the development of the response’s strategic and operational plans and be accountable for ensuring and monitoring delivery against the financial plans through targeted and comprehensive financial analytical review. The Deputy Director of Finance is responsible for the overall policy and management for the financial and accounting management of the emergency response. Emphasis will be placed on financial management policies, practices, and systems that are compliant with local laws and US as well as adhering to donor requirements, but are also conducive to the effective implementation of country programs. As Deputy Director Finance, they will have responsibility for all aspects of strategic and operational finance for the emergency response, acting as the principal finance business partner to the Emergency Senior Management team and the Ebola Response Director, the Emergency Unit team, as well as conforming to IRC's financial control environment and CFO standards and objectives. Based in Bunia, the Deputy Director of Finance will have dual reporting to the Ebola Response Director and the global Director of Emergency Finance, with key coordination and technical lines of collaboration with both the Deputy Director of Operations and Deputy Director of Finance from the non-Emergency DRC Country Program.

Strategic Planning & Analysis

  • Provides financial information which supports the Response Director and EERT SMT in making business decisions in line with IRC & Country Program strategies
  • Provides strategic analysis on the overall financial health of the country program to the Response Director and EERT SMT
  • Contributes and provides feedback to the development of the Emergency Response Plan

Controllership

  • Ensures that all in-country practices are in compliance with IRC and donor policies and procedures
  • Establishes in-country finance procedures to supplement global policies as needed
  • Closely monitors financial activities and advises the Response Director on the financial performance of the office, issues with internal controls, or financial management
  • Ensures monthly balance sheet reconciliations are completed on a timely basis
  • Manages the finance department activities and schedules to meet the financial reporting requirements and deadlines specified by headquarters and donors
  • Identifies requirements for and develops reporting formats to aid in the management of country operations and grant expenditures
  • Directs the preparation of and approves all donor financial reports in respect to accounting, legal, and contractual requirements, and ensures the review of such reports by the Response Director and Emergency Finance Director prior to submission
  • Ensures in-country internal control reviews of operations are regularly undertaken
  • Facilitates external, internal, donor, or government audits
  • Oversees the protection of the country’s assets (cash, inventory, fixed assets) through the enforcement of internal control policies and procedures
  • Maintains current knowledge of local government requirements related to finance and complies with tax and other legal requirements
  • Is the principal liaison with IRC HQ on all finance, accounting, grant budget management, and cash management

Training & Staff Management

  • Establishes a finance department roles and responsibilities matrix; staff job descriptions are current; recruits and maintains qualified staff to perform finance functions
  • Ensures comprehensive and constructive performance reviews are completed annually; career planning and development plans are in place for all finance staff
  • Develops and implements a training program for the country’s finance staff
  • Oversees finance training and technical support to non-finance staff for skills improvement in the areas of accounting, reporting, and internal control

Treasury

  • Supervises all country program bank relations and bank account activities, including negotiation of fees, interest, and currency exchange rates
  • Oversees the review and approval of all monthly bank account and cash reconciliations
  • Maintain, on a current basis, accurate forecasts of cash requirements for meeting future spending, including commitments that obligate IRC to future spending
  • Ensures that appropriate balances are maintained to facilitate grant implementation and cash held in the headquarters is drawn regularly
  • Ensures the development and implementation of a plan to minimize the country’s foreign exchange exposure to currency gains and losses
  • Supervises the collection of contractual and other receivables

Budget and Forecast

  • Oversees the preparation and revision of grant proposal budgets; supports programs with guidance on costing and inputs in creating budgets for submission
  • Prepares and maintains the country’s annual operating budget; ensures cost coverage for in-country operating costs and updates the operating budget regularly
  • Presents and facilitates the review of actual to budget expenditures with the Country Director and program managers

Partnerships

  • Demonstrated genuine interest in and commitment to collaboration and partnership with local actors in emergencies
  • Champion a culture of effective and respectful partnerships. Promote partner-led programming in line with IRC’s “why not partner?” and “partner as equals” approach
  • As a member of the EERT Senior Management Team (SMT), prioritize and promote IRC’s internal capacity to partner
  • Develop staffing structures with the appropriate number of staff to effectively manage partnerships and ensure quality
  • Actively contribute to the relevant sections of Partner Capacity Analysis (PCA) and the subsequent development of partner support plans
  • Manage the implementation of action items in the finance sections of partner support plans
  • Lead and/or support collaborative project and budget design with partners
  • Work collaboratively with partners to ensure that project budgets reflect fair market value
  • Ensure appropriate budget allocation for IRC to support partners in alignment with the overall response/program design
  • Actively participate in the Partnership Working Group (PWG)

Accountability

  • Hold the Senior Management Team (SMT) accountable for outcomes related to safeguarding; regularly review progress, barriers, and enablers

Job Requirements

  • Bachelor’s degree in Accounting, Business Administration, Commerce, or Finance required; recognized professional certificate in accounting, such as CPA, or a Master’s degree in Accounting is preferred
  • Extensive, senior-level experience, and a minimum of five years of managerial experience in Finance is essential
  • Senior-level experience working within the Ukrainian Financial sector is an advantage
  • Prior experience leading large, complex multi-donor funded programs and grants, including experience with USG, European, DFID, and UN funding streams, foreign currency and exchange management, and budget development and oversight
  • Extensive experience in working with computerized accounting systems, standard spreadsheets, and database programs (SUN System, Dynamics 365, Vision, Integra, etc)
  • Demonstrated skills in building strong finance teams and establishing new finance operations, including the ability to communicate and work effectively with senior management, operating, and program staff and functions
  • Ability to act as a proactive member of the Senior Management Team. Proven track record of proactively identifying and communicating potential problems and proposing solutions
  • Capacity to function effectively in a complex, changing work environment, setting appropriate priorities, and managing competing priorities and pressure

APERÇU DU POSTE

En tant que membre de l'équipe de direction (SMT) de l'équipe d'intervention d'urgence (EERT), le directeur adjoint des finances assure le leadership et la gestion financière nécessaires pour garantir que l'intervention d'urgence dispose des infrastructures et des systèmes financiers adéquats pour soutenir la vision stratégique et la mission de l'organisation.
